Responsibilities
- Lead the creation of technical and managerial content for proposals targeting federal healthcare agencies including DHA and VA.
- Design comprehensive technical strategies, management frameworks, staffing models, executive summaries, and mission-driven past performance sections.
- Collaborate with Business Development and Capture teams to build solutions tailored to customer needs and DHA mission objectives.
- Conduct structured interviews with subject matter experts across engineering, clinical IT, security, and operations to collect and verify proposal inputs.
- Transform complex technical designs, cloud platforms, DevSecOps workflows, interoperability standards, and healthcare IT systems into clear, accessible proposal narratives.
- Evaluate RFPs and technical specifications to guide opportunity strategy, solution design, and key win themes.
- Work with proposal leads, volume managers, and design staff to ensure technical content is visually effective and operationally sound.
- Engage in proposal planning sessions, color reviews, and progress check-ins to support timely and compliant federal submissions.
- Assist in developing technical illustrations such as system architectures, process flows, and data diagrams that highlight solution strengths.
- Provide adaptable support throughout the proposal lifecycle to deliver high-quality, on-time responses.
- Support team goals and accept additional duties as required.
