Role Overview
This position is responsible for ensuring full compliance with Mexican financial regulations—specifically those set by the CNBV—related to third-party service providers within a regulated banking operation. The specialist acts as the central point for regulatory governance, guiding internal stakeholders through complex approval workflows and maintaining the integrity of all third-party processes.
Key Responsibilities
- Lead the complete CNBV approval lifecycle for critical third-party providers, ensuring all steps meet regulatory and internal governance standards.
- Develop clear criteria to determine when regulatory filings or contract updates are required, reducing ambiguity and ensuring timely action.
- Set and enforce regular review cycles for third-party relationships, proactively identifying unreported changes or deviations from approved scopes.
- Ensure continuity of operations by establishing backup roles and maintaining readiness during high-pressure regulatory response periods.
- Manage the formal deactivation of third-party providers, confirming all regulatory and internal closure requirements are fulfilled.
- Support internal teams in preparing, reviewing, and submitting documentation for prior authorization with the CNBV.
- Perform detailed quality checks on all regulatory submissions to ensure consistency in format, terminology, and completeness.
- Assist contract owners in finalizing required regulatory forms and formal declarations, including those under Article 318.
- Coordinate the preparation of impact assessments for review by the Risk Committee, covering both quantitative and qualitative effects of third-party engagements.
- Respond to CNBV inquiries by breaking down complex requests and directing them to the appropriate internal experts, such as Legal or IT teams.
- Monitor updates from Legal on changes in banking regulations and initiate impact assessments on active third-party relationships.
- Oversee the full lifecycle of third-party providers—from initial classification and due diligence to ongoing monitoring and offboarding—ensuring alignment with both regulatory and operational needs.
- Ensure timely reporting of contractual changes or service modifications to the CNBV through established channels.
- Coordinate the translation and localization of technical and legal documents into Spanish, working directly with vendors to secure accurate versions.
- Organize resources and prioritize tasks across teams, assigning document sections with clear deadlines to maintain workflow efficiency.
- Support the drafting and revision of regulatory filings, ensuring submissions are accurate and delivered on schedule.
- Identify emerging changes in projects or regulations that could affect third-party arrangements and communicate implications across departments.
Required Qualifications
- Minimum of five years of experience in third-party risk, regulatory compliance, or process management within the Mexican banking sector.
- Deep knowledge of CNBV regulations, particularly as they apply to outsourcing and third-party service arrangements in credit institutions.
- Proven track record in managing regulatory submissions and guiding teams through complex authorization processes.
- Strong project coordination skills, with the ability to manage multiple documentation streams and cross-functional stakeholders.
